Head and shoulders portrait of William Cotton in three-quarter profile to the right as viewed. He wears regency-style clothing of high collared shirt and cravat and has short hair with side whiskers.
Inscribed WILLIAM COTTON, ESQ, GOVERNOR OF THE BANK OF ENGLAND.’
William Cotton (1786-1866) British inventor and Governor of the Bank of England, he was elected a Fellow of the Royal Society 1821.
